Three phases, and they only work in that order. The third one is what the first two are for.
We sit with the people who do the work and watch them do it — three sittings, timed, then read back so they can correct it. What comes out is written down properly, owned by a name, and measured from the start.

With a baseline, one part is visibly holding up the rest. We find it, change it, and check whether the number actually moved. Then the next one. This is the part that could not be done honestly before.
The systems run, the owners own them, and the numbers say when something drifts. That is the point of the other two: a business that keeps working when you are not in every decision.
